20 Ethics Questions to Consider Before Using Osama bin Laden Death Photos
Print Story

May 04 2011

By Ryan G. Murphy, RTDNA Digital Media Editor

President Obama told 60 Minutes that he does not intend to release photos of Osama bin Laden's corpse, according to a CBS News report.

As reported by CBS News, video of the comments will appear on the CBS "Evening News" on Wednesday.

"It is important to make sure that very graphic photos of somebody who was shot in the head are not floating around as an incitement to additional violence or as a propaganda tool," said the president in the report.

"We don't trot out this stuff as trophies," Obama added, as noted in the report. "The fact of the matter is, this is somebody who was deserving of the justice that he received."

According to the report the president said he had discussed the issue with his intelligence team, including Defense Secretary Robert Gates and Secretary of State Hillary Clinton, and that they agree with the decision. White House press secretary Jay Carney said Wednesday that Obama made the decision today.

In explaining his choice not to release the photo, Obama said that "we don't need to spike the football," according to the report. He also said that "given the graphic nature of the photo it would create a national security risk."

On Wednesday afternoon photographs acquired by Reuters and taken about an hour after the U.S. assault on Osama bin Laden's compound in Abbottabad in Pakistan show three dead men lying in pools of blood, but no weapons, according to a Reuters report.

According to the report, the photos, taken by a Pakistani security official who entered the compound after the early morning raid on Monday, show two men dressed in traditional Pakistani garb and one in a t-shirt, with blood streaming from their ears, noses and mouths. The official, who wished to remain anonymous, sold the pictures to Reuters, the report said.

For the White House, the decision to release or withhold the photos has been a dynamic and complex decision with far-reaching consequences if not handled correctly. The same can be said for newsrooms, if the photos are ever made available, or leaked.

Discussions about what to do with the photos, if they are ever released or leaked, are occurring in newsrooms around the country as we speak. On Tuesday, I took an informal poll of some well-respected news directors in and around the RTDNA community, who were promised anonymity when I asked, simply: "If [an Osama bin Laden death photo] emerges, are you going to / would you use it on air or online?"

Here are some of the responses I got:

"Yes. Because it's history. Depending on graphic nature, [we] would consider making it a separate click [for online]."

"It depends on how gruesome it is. While the photo is clearly of historical significance, and clearly is newsworthy, we must always bear in mind our responsibility to use good standards and judgment about what’s appropriate.

"We would use it.  It's an important document of the hunt/killing.  I worry a bit about retaliation for the use of it, but once it's out there, it's out there and individual media using it won't make that worse."

"If it's an authentic photo (there are a lot of fakes out there), we'd probably use it on our website -- no doubt with some sort of advisory in the link warning about the gruesome content of the image.  I'd have to see the photo before deciding if it would be run on air ... or it would need to be cropped, etc. The public has already viewed the horrible images of 9/11, the video of Saddam Husein's execution, as well as the dead bodies of his sons."

"At first thought, yeah, I'd use it. Factors that would weigh in a final decision: Authenticity - if the photo is released by the White House, then that's authentic enough for me.  Released by anyone else, I'd scrutinize it.  There's already at least one viral fake out there. Graphic nature of the photo - I'm sure it won't be as simple as a peaceful-looking photo.  He was shot above the eye [according to reports.]  We'll have to weigh that factor too. It's [also] worth having a discussion of sensibilities to Muslims."

The reality is that if these photos are ever released they will quickly be among the most-viewed, and perhaps most scrutinized, pictures in history. However, news organizations still have the extraordinary responsibility to take into consideration some key ethical questions before making the pictures a part of their on-air broadcasts or online content.

Ultimately, like any major ethical decision, the appropriate course of action is unique to each news outlet and should consider the following:

1) What would be the journalistic purpose behind broadcasting or publishing the Osama bin Laden photos?

2) Do the pictures clarify and help the audience understand the story better?

3) A lot of people have said that broadcasting and publishing the pictures will help bring closure to the families and friends of September 11, 2001 victims. Others have said it will help eliminate possible conspiracies that Bin Laden is still alive. Is it a news organization's job to provide that closure and debunk potential political conspiracies?

4) Should either of those reasons be the primary reason for releasing the photos or does broadcasting and publishing them simply give the public the most information possible to make an informed decision about a historical event?

5) On the other end, does withholding the pictures contribute to any conspiracies or give the audience the perception that your news organization is?

6) What are some ways to use the photos? Do they have to be used front-and-center or are there other alternatives? Options may include cropping the photo to be smaller, using black and white instead of color, or placing the photos in a secondary location that requires the audience to read or listen to a disclaimer and click through to view the content, if it's on the web.

7) What do you tell people within the newsroom or your audience members about your decision to use or not use the photos? Are you willing to make that rationale public and who will make the announcement?

8) Does this story carry enough historical significance to justify using the photos? The answer here may appear obvious, but be prepared to answer, in detail, the question, "why?"

9) Are you going to use the photos in file footage later on? How often? On what platforms?

10) Will you try to confirm the authenticity of the photos beyond the government's word that they are, in fact, real?

11) Does publishing or broadcasting the photos in any way compromise the identity of the military members who participated in the operation? If yes, would you still use the pictures?

12) How will you, if at all, present your audience with a disclaimer about the content they are about to view. And would you consider using the content only in later newscasts to avoid showing the graphic content to young children?

13) On radio, how graphic will you be in describing the photo to your audience and will you refer them directly to a web page to view the pictures? Will the photos come via a separate click?

14) What if multiple photos are released and one is less graphic than the rest. Do you use only what you deem to be the most sensitive photo? All of them?

15) Should your news organization consider the potentially violent repercussions that may occur as a result of the photos' broadcast? Is it the individual news outlet's responsibility to prevent extremist behavior in that regard?

16) Is your news audience of a religious faith that would take extreme offense to viewing graphic photos? How will you consider that, if so?

17) Would you consider running a separate package or story about the photos' release and audiences' reaction to it?

18) Similarly, how will you moderate online comments about the photo?

19) How will you incorporate social media into this? Will you publish the photos on Twitter and Facebook? How will you respond to your followers and fans in the event they disagree with your decision?

20) How will you confirm the authenticity of the photos if they are leaked? Who in your newsroom is ultimately in charge of giving the go-ahead to use the photos?

This is by no means a final list of questions to consider. We welcome your input. We welcome your responses to these questions and others you may have in our comments section below.

I wonder if this amount of hand-wringing went on over the publication of the Abu Ghraib photos. Somehow, I doubt it.

Publishing the evidence photo of Bin Laden's death should not be necessary. The public is understandably sceptical due to the high degree of mistrust with the administration. However, allowing our representatives in Congress view and verify should be sufficient to satisfy the public. If the House and Senate can verify, I'm OK with it.

it's the press' obligation, your ethics aren't an issue

the media's obligation is to report FACTS. if the gov't releases the photos the media prints them. it's is not the media's job to discuss ethics surrounding FACTUAL INFORMATION.

Besides, overwhelmingly the media has shown it's ethics haven't ever been an issue before. Why now??

Why don't the release high resolution video of the actual shooting, showing OBL's appearance and demeanor as he was cornered and shot?

I love the comment from the press "If it comes from the government, then that's a good enough source for me. Anyone else and I'd scrutinize it." God help us. Excuse me Sir or Madam...it's your JOB to scrutinize THE GOVERNMENT you idiot. Do you take anything the government tells you at face value or just THIS administration? Go get a job you are actually qualified to do. Someone needs you to pick up trash off the highway.

Bin laden photos

In my opinion, the press has a responsibility to uphold certain standards of decency. We do not televise executions of prisoners for this reason and as loathsome as Bin Laden was, the media and administration would be condoning barbarism and setting a poor example for our children if they publish them. That said, it will be a matter of time before the actual photos are leaked for all to see via the web. However, it will never satisfy the skeptics and conspiracy theorists out there and will also enrage Islamic extremists out there: a lose-lose situation.

By nickinva on May 03 2011

Give me a break. How many videos do we have of our solders gunning people down in Apache choppers and they are worried about releasing one photo of Usama. Really? Sounds like they are scared the photoshop job is not good enough.

Post away.

I feel that if news outlets had no qualms about posting pictures of people jumping to their deaths from the Twin Towers 10 years ago, there should be no qualms about posting death pictures of the man responsible for it all.

By LS on May 03 2011
MUST SHOW...

Who cares if people see this as "insensitive."

WE ARE TALKING ABOUT OSAMA BIN LADEN -- not Mother Teresa!

This man butchered thousands of innocent lives! It isn't like he is a "good" Muslim, right?

As far as I am concerned, he didn't deserve a "proper burial" or any respect whatsoever!

Besides, we don't want the uncivilized world to create crazy conspiracy theories where Osama is vacationing in the Maldives. The US needs to squelch any conspiracy theory BEFORE it starts.

By Mireya Ayala on May 03 2011
Why so serious?

Are we serioulsy so concerned with Muslim sensibilities? I thought he was not reprentative of Muslim sensibilites? In much of the Muslim world seeing graphic things is more common than here in the west. As far as inflaming the Muslim community, what the hell are we talking about here? If it takes a cartoon or a book to set off some of the Muslim community, then should we really be that protective of OBL's image? They have chop chop square in Saudi, then have public hangings in Iran, shootings in soccer stadiums in Afganistan. I think they can handle the corpse of a person that has not only killed Americans, but many Muslims as well. If Obama is afraid of this making the US look strong to the rest of the world, then maybe they should have just left him in that mansion.

By Tommy AZ on May 03 2011

His death photo should be displayed on billboards around the world with the message to all terrorists-"YOU COULD BE NEXT"
Whoever takes over leadership of the terrorists should be taken out like Bin Ladin. It may take 3 or 4 such events but eventually no one will want the post.

Ethics and Journalism

Ghandi was asked what he thought of Western Civilization and is supposed to have said, "I think that wold be a great idea".

Considering to complete lack of standards exhibited by papers like the N.Y. Times when it came to releasing information that would harm the previous administration, and with utter disregard to the safety of the troops or, in some cases, the verifiable veracity of the information, I can only suggest that ethical standards would be a 'great idea'.

In the mean time, I expect the only media that will choose to not publish the pictures will be the same ones that were too scared to publish the Muhammad cartoons, and for the same reason.

Cowardice.

Why worry?

It really doesn't matter if they publish them or not, they'll come to light anyway. The press is simply not the sole arbiter of public perception that they once were. Hell even if Uncle Sam changes his mind and doesn't relase the photos, all it means is they'll show up on Wikileaks in six months and everyone involved will look really dumb.

By CppThis on May 03 2011
post photos or not

And just why is government in the business to censor these photos, and why aren't the news media rising up to complain that this attempt to prohibit the photos from being shown, is the camel's nose into the tent of future censorship of photos, and print and leading to government control, with trashing of first amendment.

We already have the story that a person had part of a story pulled because the White House didnt' like the protrayal of Michelle Obama.

And on a side note, was with the Rev. Jesse Peterson on Sunday. He spoke of his great disdain for the president, and he was even more harsh on his assesment of Michelle.

Michelle being the hand behind the throne.

Just something to consider

Everyday our families think about the people we lost due to the intervention of these lawless cowards. Everyday families look at the photos of their lost loved ones and you care about the sensitivities of those who hate YOU! You have to be some of the stupidest people I have ever heard of. Love my fellow Americans!

I am so heartened by most of the comments I read so far! The media is now worried about OUR feelings and sensitivities? Ya right! I find it rediculous, illogical, and so stupidly P.C. to worry about being insensitive about showing the results of what happens when you MURDER thousands, spread hate and evil throughout the world, then think you can hide in some rat hole of a subburb! They have NEVER shown us the same consideration, and the next person who says "you should be above that and be an example".. good luck to you taking the high road after they hunt YOU down, blow you up, and decapitate you as you set an example... If it were up to me, I'd have chopped his head off and spiked it to the Brooklin Bridge for all the world to see, a clear message to those that kill us will be hunted down and killed themselves. Stop being P.C. and wake up! Any religion that endorses the whole-sale murder of human beings based on a messed up idea that some humans count and others don't isn't healthy or right on any level! And I mean ANY! Thank you to most of the commenters here being truly intelligent, awake and for remembering with a passion. I can't believe anyone would ever forget that day because it changed all of us forever, and not in a good way...

The Wicked Witch is Dead

A celebration continues outside the White House; Osama bin Laden was killed today. Similar revelry, no doubt, is occurring at night spots across the country. Message boards are percolating with tasteless exuberance at the announcement. And the president and his aides are rushing to claim credit for the assassination. But something does not seem right.

It is right to affirm the covert assault force, who risked their lives to protect our own. It is right for the one who cursed Israel (cf. Genesis 27:29), himself be cursed this day: Yom Hazikaron L'shoah U'l'gevurah (Shoah Remembrance Day). But is it right to "delight" in the death of another?

"... Love your enemies, bless them that curse you, do good to them that hate you, and pray for them which despitefully use you..." (Mathew 5:44). Yet this must be reconciled with His other words: "Whoso sheddeth man's blood, by man shall his blood be shed: for in the image of God made he man" (Genesis 9: 6).

"Rejoice not when thine enemy falleth, and let not thine heart be glad when he stumbleth" (Proverbs 24:17).

"... I have no pleasure in the death of the wicked" (Ezekiel 33:1).

If God takes no pleasure in the death of the wicked, should we?

Why was he given a "proper" muslim burial? Why would we give the #1 enemy of the United States a Muslim burial? What other ruthless murderer has been given the same courtesy? Were's Hitler's henchmen who were tried at Nuremburg given proper "Christian" burials? What hogwash that continues to make us look like a nation of politically correct wimps. And why no photos? Why was he captured now? We remain suspicious. Did Obama give the orders for a "proper" Muslim burial? Did the victims at 9/11 who were incinerated get a proper Christian or Jewish, Hindu, Buddhist or, and there were some, a Muslim burial? What an insult. Shouldn't he have been denied any opportunity to carry his soul to his imagined heaven?

Since they are having a hard time coming up with a photo that will not send millions of people lose their minds with horror, I will Photoshop one up for them. $50 for one bullet hole $90 for two holes.
I already have been Photoshopping Hawaiian Birth Certificates with my friends names on them for gifts.

Who Cares?

As has already been noted, it doesn't matter if the MSM prints them. I'll find them the same way I found this article: WWW.drudgereport.com. That said, the administration needs to release the pics. How could a guy who campaigned on transparency NOT release them? As they say on the interwebs, "pics or it didn't happen!"

None of your questions matter. You can't censor this from us. Competition will cause at least one of you to put it online and then it's free from mainstream media censorship.

After that, debate among yourselves all you want.

Post them and if we had not beeb kowtowing to the PC police this may never have even been a question to ask.

We are supposed to be sensitive to people that cut off the heads of people that they kidnap.

We are supposed to be sensitive to people that want us dead.

We are supposed to be sensitve to a religion of peace, that will kill people because they aren't of the proper religion, are gay, or dare to, if a woman, be raped by others.

Time to get real with these people and if they want to live in the stone age, perhaps we should help them get back to that era.

Since fake Osama dead pictures within two hours of the announcement were already broadcast throughout Europe inciting Islamists who already are committed to our death and and scaring children, do you even know what is going on outside the US?, this is a moot point. They also warrned about the graphic nature while the pictures were already on screen.

Yes, show it.

I think we have way too much trust in "authority" and i don't mean that in a conspiracy theory way just that it is healthy to be skeptical about the government and their actions. Show the picture, don't let anyone else censor anything on your behalf, you are an adult, making your own big boy/girl decisions.

I don't see enough doubters so I do not think it's necessary. However, if Al Qaeda or other related terrorist groups begin spewing propaganda, releasing audio tapes of "Bin Laden" and claiming he still lives then I feel at that point the photos should be released.

Unless there are a lot of doubters I think it's better not to risk inciting more violence. The last thing we want to do is lose nuclear Pakistan to radical islamists.

Better to put the photo on hold.

Post the Pic

Do you really think any of us believe anyone should really giving any serious consideration to the above "ethics" of posting the photo? This is risible nonsense!

Let me guess . . . you no doubt must have been among those who cautioned against publishing any of the Mohammad cartoons because you examined the "ethics" of doing that and after serious consideration decided, on balance, that publication would be "inappropriate" because it would be "offensive" to some?

You can take your obvious abject fear and try to explain it away to the suckers in this world -- not to those of us with common sense!

Just get over your hand-wringing selves!

A truly evil presence in this world has been summarily removed by some very brave American servicemen. And there are several more on OBL's "team" of 7th century bad boys who need to be processed out or quarantined as well.

Anyone in the business of publishing newsworthy information should acknowledge the good news, and memorialize it by posting the pic! It is that straightforward.

People should ignore the pack of lies you printed above. We don't believe any of that hocum for a single second!

Even with the excellent opportunity that dropped onto the Obama Admin's lap with little effort on their part, they still managed to mess it up with their indecision and P.C. buffoonery. Is the USA so weak, we kowtow to the Islamic terrorists after killing their 'commander-in-chief'? Please, Come to your senses!

@Stern Rules Baba Booey . . . why not grow up and share in the realization that at long last OBL was found and eliminated.

Years and years of patient efforts undertaken by both our covert and our uniformed services finally came to fruition when OBL's courier was specifically identified (in part based on information obtained from KSM years ago) and he was eventually followed to the OBL lair in Abbottabad.

Why not come to your senses and realize this is good thing for all Americans, which came together built on years of hard work. It is not a "win" for an administration. That is such a childish viewpoint!

By Trochilus on May 04 2011

To much is being made about who, how, what, when, where, and why did bin laden get killed. I have noticed all media outlets are badgering the white house, the military, and anyone who may have info about the taking of bin laden. We should just celebrate the success of our government and military in its vigilance to seek out this mass murderer. The media is worse than a feeding frenzy of sharks, taking everything in sight in case it might be something to eat. What has this country turned into? A society of digging into every crack in which to degrade any good thing that happens. The only outcome of releasing all of the info about the demise of this enemy would be to bring the men and women of this elite navy team to some kind of legalistic trial or publicize the names so that the followers of bin laden could seek revenge on each and every one of these heroes. I am truly saddened by the viciousness of the newsmedia in this nation.

PLAY TRUMP CARD

PLAY TRUMP CARD!

Mr. Trump Card is insulting the office of the President of the United States. So are the others who are using him as an attack dog. SHAME ON YOU, SHAME ON ALL.

If you really want to destroy these beautiful United States of America, please do vote for
Mr. TRUMP CARD. It surely will expedite the process. Before you do that, please check
the following RUMORS about the TRUMP CARD:

1. He was not born in the United States either (Birth Certificate?)
2. He is a Jew but claims to be a Christian (Bar Mitzvah or Baptization?)
3. He is promoting Gambling (Casinos), womanizing (adultery) and admitted
SCREWING Qaddafi on TV (committing acts of cheating and fraud)
4. Ask him where did he get all the money from? PROOF OF THE PRODUCT?
5. He could not manage three wives, admitted his failure and divorced them.
6. One of his daughter is having or had a child out of wedlock (Family values?)
7. And many more to come.

Please ask him to rebut these so called rumors by providing documentary evidences from the local, the state and/or the federal authorities before OFFICIALLY announcing his candidacy for the highest elected office in the United States of America.

A man, who cannot manage his own personal affairs, has repeatedly failed in business VENTURES, divorced his wives and has no moral values to speak of, how can he manage the affairs of more that 300 million people of the United States of America? THINK and Think again!

He's an inexperienced dude with NO real plan for the country, (he's like a snake oil charmer, selling hope in a bottle to the masses). He will tell you that he can get rid of trillions of dollars of debt in the first year of his presidency. Yes he can.

That‘s what he has done all his life. He will put the United States on the BLOCK and sell it to highest bidder, including China, get rid of the debt and everything will be fine and dandy. Your children and grandchildren will not have to pay anything to anyone,
any more.

United States of America, the greatest nation on this earth will be FREE at last
from all those hypocrites, who are bickering about the debt and balancing the budget.
FREE at last, free at last, once for all. FREE AT LAST.

May God bless America and save us all from the evil intentions of Mr. TRUMP CARD, Amen.

release the darn photo before WikiLeaks takes the credit

This generation is the online generation. For one time in written history, the world is tied together on this technological culture called the Internet. The Internet has its own momentum, its own pulse.

President Obama once said in Shanghai-- \"The more freely information flows, the stronger a society becomes.

\"Citizens can hold their own governments accountable, they can begin to think for themselves. That generates new ideas and encourages creativity.

\"There are times when I wish information didn\'t flow so freely because then I would not have to listen to people criticising me all the time. I think people naturally, when they are in positions of power, sometimes think: \'Oh, how can that person say that about me?\' or \'That\'s irresponsible\'.

\"But I actually think that it makes me a better leader, because it forces me to hear opinions I do not want to hear. The internet has become a powerful tool for citizen participation.\"

And so the rest is history. The Chinese have an ancient saying-- \"Do as my Right Fist tells you what to do, not what my Left Hand is doing ... behind your back ... with a very sharp implement.\"

(it\'s a joke ... something I made up for the viral crowd)

But seriously, the Truth shall eventually filter through on this World Wide Internet. A society can be strengthened. Or it can be weakened to its foundations. And history shall be the judge for those who shall take full responsibility.

I'm Offended!

I'm offended by the media not releasing the photo while there are Pakistani's in the streets morning for this f#cker. An Imam in Jerusalem is THREATENING our president with lynching him, and these freaks that want to kill everyone (INCLUDING SENSITIVE MUSLIMS) saying that OBL isn't dead. It's an insult to the press to even ask yourself if the photo and videos should be released! It's not your f#cking job to ask yourself this. For a moment, when we took out OBL I thought to myself "You know, Obama is maybe a stronger president than I thought". Then, with his hesitation and ultimately NOT putting out the media I was reaffirmed that he is a coward politician like all of them are.
We didn't go in after Mushareff when Bhuto was assassinated (in which the video was released). You guys are a bunch of p#ssies, the US Media, the current US government in office, and the RADICAL sect of Muslims. For SHAME.

By Tim on May 04 2011

In addition, I was GREATLY offended by the media showing the twin towers just crashing down on 9/11 over and over again FOR DAYS. But that didn't stop you slimeballs.

By Tim on May 04 2011
Careful Consideration

I just want to commend the reporting all over the world on this photograph situation. I know that we MAY suffer backlash for publishing the obl (he doesn\'t deserve capital letters as far as I\'m concerned) photos. HOWEVER, I can go online right now and view photographs of dead bodies from concentration camps in WWII. Mangled, shot in the head, malnourished and emaciated bodies defiled in mass graves; which is incredibly \"graphic\" as far as I\'m concerned. We as a nation didn\'t hesitate to make the atrocities of the German\'s accessible to all those curious. We didn\'t fear backlash at all. In fact, we turned them into an ally. Moving forward a few years, I can go online right now and pull up the video of JFK Jr.\'s head being blown to bits all over the trunk of his car. Where\'s the reverence for our own dead?
Why are we SOOOO afraid, now, of being politically correct and catering to a nation that doesn\'t respect us or our ideals AT ALL? This is an event that happened. It\'s a historic event. Images of bodies diving out of the twin towers to their deaths rather than staying and burning or being buried alive are readily available....I feel like the lack of evidential proof doesn\'t suggest that he\'s not dead; I think it suggests that our administration and it\'s officials are cowards and have more respect for a man and a people that would not reciprocate that same level of respect. I assure you that if Obama took a bullet to the forehead, the pictures and videos would be online as fast as the uploads could be processed. Show people that we are not afraid of them, stop catering to them. It\'s disgusting.

By Heather on May 04 2011
Show the picture and then we'll believe you

Given the dubious rationale for the quick disposal of the body, one can only be doubtful that he really is dead. I am an independent voter who believeed Obama when he talked about transparency, but this is the most non-transparent behavior I have ever seen.
